The Opportunity
The Finance Department provides financial leadership, advice and support to the Corporation and assists with the delivery of Council’s Strategic plan through its four essential services: accounting services, corporate finance, procurement and revenue management. The department's main deliverables include the audited financial statements, coordinating the annual business plan and budget, treasury and debt management, procurement administration and support, property tax revenue management, and water and wastewater revenue management.
Under the general guidance and direction of the Manager of Purchasing, the Supervisor of Purchasing is responsible for supervising and overseeing the procurement of goods and services for City operations. This position assists the Branch Manager in the development and implementation of procurement policies and procedures while ensuring compliance with the City’s Procurement By-law, applicable legislation, regulations, and trade agreements, and procurement best practices. This position leads purchasing planning in support of the City’s strategic plan; provides consultation, support, and interpretation on procurement related issues to City Council, Senior Leadership Team, Executive Management Team, City staff, and external clients. This position establishes, monitors, and maintains vendor/supplier relationships; and receives, investigates, and resolves escalated procurement issues/complaints. This position leads and implements continuous improvement initiatives and updates processes in alignment with industry standards and best practices. This position supervises and oversees complex and major purchases; provides technical advice, guidance, direction, and expertise during the development of competitive bid documents; analysis and evaluation of offers and proposals, preparation and implementation of contracts, and contract delivery. Overall, this position plays an integral role in ensuring the City’s procurement operations procure the necessary quality and quantity of goods or services to support City operations, in an efficient and effective way with a focus on best value and encourage the most open, competitive bidding process practicable to mitigate the City’s risks and liability.

Education (degree/diploma/certifications)
- Four (4) year University Degree in Finance, Commerce, Economics, Business, or related discipline

One (1) of the following designations, or related designation, from an accredited association, organization, or institution:
- Supply Chain Management Professional (SCMP) Designation
- Certified Public Procurement Officer (CPPO) Designation
- Certified Professional Public Buyer (CPPB) Designation

Experience
- Five (5) years of experience performing duties related to the major responsibilities of the position
- Two (2) years of leadership/supervisor experience
- Experience leading and overseeing end to the procurement procedures, techniques and methodologies, including tendering, evaluation, contract development, negotiation and contract management
- Demonstrated experience negotiating, interpreting, and executing complex legal agreements
Knowledge/Skill/Ability
- Working knowledge of the following legislation, regulations, or acts, including but not limited to:
- Canada Free Trade Act
- Canada-European Union (EU) Comprehensive Economic and Trade Agreement (CETA)
- Contract Law

- Working knowledge of the following:
- end to end procurement procedures, techniques and methodologies, including tendering, evaluation, contract development and negotiation and contract management
- procurement standards and ethics of the Ontario Public Buyers Association (OPBA), National Institute of Governmental Purchasing (NIGP), and Purchasing Management Association of Canada
- contract law, trade agreements, tax legislation, Municipal Act, and risk management as it relates to bidding and contract management
- make/buy and other alternate service delivery analysis techniques and principles
- laws of competitive bidding
- standard legal provisions, pricing strategies, minimum order requirements, and service level agreements
- General knowledge of the following:
- supervisory principles, labour relations principles, and collective agreement administration
- municipal, regional, provincial and federal government services, programs, and initiatives including public procurement directives/acts

Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.
Wage: This a permanent full-time non-union position with the following pay level and 2025 pay range:
- Pay Level: Level 13
- Yearly Salary: $97,008.84 to $129,978.16
- Hourly Pay Rate: $53.30 to $71.42
