The Opportunity
The Infrastructure Department is comprised of five Branches, including three Design and Construction Branches, the Wastewater Operations Branch, and the Water Operations Branch. Key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution; wastewater collection and treatment; and the design and construction of the City's infrastructure including treatment plants, pump stations, roads, sewers, watermains, sidewalks, stormwater management ponds, water towers and reservoirs, etc.
The Engineering Inspector position is responsible for prioritizing and conducting the day-to-day field oversight and inspection of Municipal infrastructure construction and renewal projects. This position is responsible for ensuring that construction work is completed in compliance with Contract Drawings and Contract Documents; Ontario Provincial Standard Specifications; infrastructure policy and design guidelines; applicable City standards, policies, procedures and by-laws; and/or related legislation and regulations.
This position receives, investigates, and advises on the course of action to remedy issues arising from inquiries, requests and/or complaints related to infrastructure construction projects and/or renewal projects. Overall, this position plays an integral role in ensuring that infrastructure construction activities are properly inspected to provide and maintain a level of quality that meets City standards and to extend the lifespan of the City's infrastructure.

Education (degree/diploma/certifications)
- Three (3) year College Diploma in Civil Engineering Technology or a related discipline
- Completion of a Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT)

Experience
- Four (4) years of experience performing duties related to the major responsibilities of the position
- Demonstrated experience in the field inspection of civil infrastructure projects including road works, bridge construction, watermain construction, storm construction, sanitary construction and pump stations
Knowledge/Skill/Ability
- Working knowledge of the following legislation, regulations, or requirements: Occupational Health and Safety Act; Municipal Act; Ontario Traffic Manual, Highway Traffic Act, OPS General Conditions, Fisheries Act, Migratory Bird Act, Environmental Protection Act, Clean Water Act
- Working knowledge of Ontario Provincial Standards, Ontario Provincial Standard Drawings, and City of Barrie Standards
- Demonstrated ability to:
- build and maintain courteous, effective and cooperative relationships with City Staff, contractors, developers, consultants, utility companies, the general public and other stakeholders
- communicate effectively in written and verbal form
- make sound decisions under tight timelines and high stress situations on construction sites
- promote a high standard of public relations at all times
- maintain proper documentation and work records
- Intermediate skills include: Interpersonal; Organizational; Public Relations
- Basic computer literacy using Microsoft Office Suite (Excel, Outlook and Word)
- Availability to work outside of scheduled work hours to perform standby, overtime, or emergency response duties
Conditions of Employment
- Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle for use on corporate business

Other Important Information
Location: City Hall, 70 Collier Street, Barrie, Ontario*
*Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements
Hours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and pay range:
- Pay Level: Level 8
- Yearly Salary: $84,676.80 to $101,504.00
- Hourly Pay Rate: $40.71 to $48.80
