The Opportunity
 
The Information Technology Department provides information technology expertise and professional services to all City departments, affiliated agencies (Barrie Public Library, Barrie Police Services) and area municipalities receiving Barrie fire dispatch services. The Department is responsible for delivering, administering, managing and supporting (in partnership with the business units) all data and voice communications, including but not limited to network infrastructure, servers, storage infrastructure, printers, computing infrastructure, applications and software, databases, web services, geographic information systems, and project and portfolio management. The Department provides daily technology support to over 1100 users at more than 40 City locations across the City.
 
The Project Manager-IT position is responsible for the coordinated management of multiple projects and is responsible for all  aspects of the project over the entire project life cycle (initiate, plan, execute, control and close). This position is responsible for assembling the project team, assigning individual responsibilities, identifying appropriate resources needed and developing a schedule to ensure timely completion of the project, which includes effectively coordinating the activities of the project and the cross functional/departmental team resources, to reach the projects' objectives. This position interfaces with all areas affected by the  project including internal and external stakeholders, Sponsors, Management, and vendors. This position closely monitors project costs, schedules, resources, risks, issues, and performance to ensure the optimal success of the project and reports project status(s) including key performance indicators (KPIs) for the project(s) to the project stakeholders and Branch Manager/Director. Lastly, this position ensures project quality by following and advocating the most current methodology adopted by the Branch.

Education (degree/diploma/certifications) 
  • Four (4) year University Degree in computer sciences, computer engineering, or related discipline

Experience 
  • Five (5) years of experience performing duties related to the major responsibilities of the position
  • Demonstrated experience in all aspects of Information Technology Project Management, including the preparation, execution and scoring of RFP, RFI, RFQ and other procurement documents
Knowledge/Skill/Ability 
  • Demonstrated Ability to:
    • think and act strategically and effectively in a political and community service environment
    • build strong and enthusiastic staff teams and external alliances/partnerships
    • align Section programs/services with branch, departmental and corporate goals/objectives

  • Intermediate computer literacy using the following systems and software: Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Access, Publisher); MS Project, MS Project Server and MS & Portfolio Manager, Microsoft Visio, Adobe Acrobat; and the Internet
  • Availability, as assigned, to assist with after-hours questions, concerns, or emergencies;
Conditions of Employment
  • Valid Ontario Class "G" Driver's Licence in good standing with a reliable vehicle for use on corporate business

Other Important Information
 
Location: City Hall, 70 Collier Street, Barrie, Ontario*
*Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements
 
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement
 
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:
    • Pay Level: Level 9
    • Yearly Salary: $79,206.40 to $94,840.20
    • Hourly Pay Rate: $43.52 to $52.11
