The Opportunity
The Water Operations Branch is a branch within the Infrastructure Department. The branch’s key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution systems. This includes the repair and maintenance of drinking water treatment systems, water mains, valves, hydrants, residential main shut off valves, repair and replacement and water meters for service billing; the inspection of water mains and services; the installation of Industrial / Commercial / Institutional water services and meters, new home meters and hydrant metered gate valves; the Backflow Prevention Program; the resolution of water quality or water pressure issues/complaints; the maintenance of City standard drawing details for water specifications; and the prevention of infrastructure damage through the locating services for all of the City of Barrie's buried infrastructure in accordance with "One Call" legislation.
Under the general guidance of the Supervisor of Water Distribution Services, the Water Distribution Technical Foreperson provides leadership, technical oversight, and coordination for water distribution projects, ensuring compliance, safety, and operational excellence. This role supervises staff, manages project delivery, and drives process improvements and innovation in water infrastructure, including strategies for long-term infrastructure renewal. Overall, the Foreperson plays a critical role in advanced troubleshooting and offering expert guidance on complex infrastructure and emerging technologies.

Education (degree/diploma/certifications)
- Three (3) year College Diploma in Engineering, Sciences, or a related discipline
- Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT)

Experience
-
Five (5) years of experience performing duties related to the major responsibilities of the position, including:
- Two (2) years of demonstrated leadership supervisory experience
- Demonstrated municipal infrastructure experience
Knowledge/Skill/Ability
- Working knowledge of the following legislation, regulations, or requirements: Safe Drinking Water Act, 2002, including O. Reg. 169/03, Ontario Drinking Water Quality Standards, O. Reg. 170/03, Drinking Water Systems, O. Reg. 128/04, Certification of Drinking Water System Operators and Water Quality Analysts, Drinking Water Works Permits, Municipal Drinking Water Licences, and Procedure for Disinfection of Drinking Water in Ontario; Ontario Water Resources Act including O. Reg. 225/14, Water Taking and Permit to Take Water; Ontario Occupational Health and Safety Act
- General knowledge of Watermain Disinfection Procedure (MECP)
- Working knowledge of the Drinking Water Quality Management Standard
- Demonstrated ability to:
- identify problems; develop and evaluate options; and implement solutions utilizing reason, judgment, and prescribed resources
- interpret and apply policies and procedures and use reason and judgment to develop conclusions or solutions to problems
- maintain a high standard of public relations at all times
- perform in a manner which is consistent with corporate goals, vision, mission, and values
- select and apply suitable mathematical methods or formulas to conduct statistical analysis
- set priorities; meet deadlines, and manage demands
- Intermediate skills include: Analytical; Interpersonal; Problem Solving; Project Management; Report-writing; Time Management; Verbal Communication; Written Communication
- Intermediate computer literacy using the following systems and software: Applications, Permits, Licences and Inspections (APLI), GIS, Computerized Maintenance Management System (CMMS), Microsoft Office Suite (Word, Excel, PowerPoint), AutoCad, and the Internet
- Availability to attend evening/weekend meetings or to work outside of designated normal hours per week
Conditions of Employment
- Valid Ontario Class “G” Driver’s Licence in good standing
- Satisfactory Criminal Record Check*

Other Important Information
Location: Surface Water Treatment Plant, 20 Royal Parkside Drive, Barrie, Ontario
Hours: The normal hours of work are 40 hours per week; however, some non-standard hours may apply
Wage: This a permanent full-time non-union position with the following pay level and pay range:
- Pay Level: Level 11
- Yearly Salary: $91,610.69 to $122,776.99
- Hourly Pay Rate: $44.04 to $59.03
