The Opportunity
The Waste Management and Environmental Sustainability Department is comprised of three Branches: Solid Waste Operations, Solid Waste Management Policy and Planning, and Environmental Risk Management and Compliance. Overall, this department is responsible for the operation and maintenance of the City's Landfill site, which includes non-hazardous solid waste disposal, household hazardous waste receiving and disposal, leaf and yard waste disposal and composting, and solid waste collection and disposal. The Environmental Risk Management and Compliance Branch aims to minimize environmental risk associated with growth and corporate infrastructure, including source water protection, climate change strategy, sustainable development strategy, contaminated site response, sewer use by-law, spill response, ground water/surface water monitoring and investigations, and site plan reviews. This department also develops and maintains strategies that promote circular economy and environmental sustainability, including waste diversion programs, sustainable waste management strategy, public outreach, and education.
The Senior Environmental Officer (SEO) is responsible for ensuring compliance with environmental legislation within the City of Barrie. This position is engaged in wastewater, surface water and groundwater quality management for the City and enforces the Sewer Use By-law, Site Alteration By-law and Waste By-law for City of Barrie residents and industrial, commercial, and institutional facilities through compliance inspections, investigations and sampling. Additionally, this position provides technical guidance regarding environmentally related approvals and permits. On a rotating basis, the SEO participates in an on-call roster and responds to spills that may cause adverse affects to the natural environment and human health.

Education (degree/diploma/certifications)
- Three (3) year University Degree in Environmental Science, Environmental Studies, Engineering or a related discipline

Experience
- Three (3) years of experience performing duties related to the major responsibilities of the position
Knowledge/Skill/Ability
- Thorough knowledge of the Occupational Health and Safety Act
- Demonstrated ability to:
- interpret and understand building plans, road infrastructure maps with respect to structural systems, plumbing systems, sewers, creeks, watershed boundaries, lot grading, etc.
- maintain records in a regulatory enforcement capacity with the ability to submit evidence in court
- conduct statistical analysis and laboratory and sampling techniques
- Intermediate skills include: Attention to Detail; Customer Service; Interpersonal; Organizational; Report Writing; Written Communication
- Intermediate computer literacy using Microsoft Office Suite (Excel, PowerPoint, Word) and graphic applications
- Availability on a rotational basis to assist with after-hours questions, concerns, or emergencies; to attend evening/weekend meetings or special events; or to work outside of designated normal hours per week
Conditions of Employment
- Valid Ontario Class “G” Driver’s Licence in good standing

Location: Environmental Centre, 272 Ferndale Drive North, Barrie, Ontario*
*Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and pay range:
- Pay Level: Level 8
- Yearly Salary: $74,092.20 to $88,816.00
- Hourly Pay Rate: $40.71 to $48.80
