The Opportunity
 
Recreation and Culture Services builds vibrant, healthy, active and connected communities by providing facilities and programs that give all Barrie residents an opportunity to participate in recreational activities. Key responsibilities include identifying community recreation needs and interests, developing and delivering recreation opportunities which meet these needs and interests, maintaining and operating recreational and cultural facilities to provide a setting for these activities, and managing the provision of space to external community providers and groups.
 
Under the general guidance and direction of the Recreation Supervisor position, the Recreation Programmer position is responsible for creating, developing and implementing various recreation programs, services and/or special events that meet the needs and interests of the residents of the City of Barrie.  Specifically, this position oversees the delivery of various recreation programs; assesses and evaluates recreation programs; and networks, liaises, and partners with various stakeholders to coordinate, facilitate and collaborate in the delivery of recreation programs, services and special events.  Overall, this position plays an integral role in enabling the City to provide a comprehensive and enjoyable variety of recreation programs, services and special events for its residents.

Education (degree/diploma/certifications) 
  • Two (2) year College Diploma in Recreation, Recreation Therapy or related discipline
  • Standard First Aid, CPR Level C, and Automated External Defibrillator (AED) Certifications

Experience 
  • Two (2) years of experience performing duties related to the above mentioned major responsibilities within a recreation work environment
  • Demonstrated experience in recreation program development, administration, management and delivery
Knowledge/Skill/Ability 
  • Working knowledge of recreation program development, administration, management and delivery
  • General knowledge of the following standards, regulations and legislation:
    • Accessibility for Ontarians with Disabilities Act (AODA)
    • Human Rights Codeo   
    • Child Care and Early Years 
    • Employment Standards Act    
  • Demonstrated ability to:
    • set priorities, meet deadlines and deal with conflicting priorities and work demands
    • exercise discretion and judgment when handling confidential, sensitive, and/or controversial 
    • maintain confidentiality and ensure the security of private information in accordance with the Municipal Freedom of Information and Protection of Privacy 
    • develop, promote and maintain relationships with internal and external 
    • maintain a high standards of public relations at all 
    • perform in a manner which is consistent with corporate goals, vision, mission, and valueso 
    • deal with difficult customers, diffuse emotionally-charged situations and resolve customer issues in a diplomatic and professional manner
    • provide information and instruction on how to accomplish a task
  • Intermediate interpersonal, time management, organizational, problem solving, communication (verbal and written), teamwork and leadership skills
  • Basic computer literacy utilizing Microsoft Office Suite (Excel, Outlook, and Word), a computerized registration system and desktop publishing software
  • Availability on a rotational basis to assist with after-hour inquires/situations, and/or to attend evening/weekend meetings or special events
 
Conditions of Employment
  • Valid Ontario Class "G" Driver's Licence in good standing with a reliable vehicle for use on corporate business
  • Satisfactory Criminal Record Check*
*Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Procedure. Existing employees who have met this criteria will be exempt from this requirement.
 
 
Other Important Information
 
Location: May be required to work from various City of Barrie recreation/community centres
 
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement.
 
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:
  • Pay Level: Level 6
  • Yearly Salary: $63,991.20 to $76,694.80
  • Hourly Pay Rate: $35.16 to $42.14
