The Opportunity
 
The Infrastructure Department is comprised of five Branches, including three Design and Construction Branches, the Wastewater Operations Branch, and the Water Operations Branch. Key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution; wastewater collection and treatment; and the design and construction of the City's infrastructure including treatment plants, pump stations, roads, sewers, watermains, sidewalks, stormwater management ponds, water towers and reservoirs, etc.
 
The City of Barrie Wastewater Operations Branch (WWOB) is responsible for the effective and efficient operation and maintenance of all wastewater collection and treatment facilities servicing the municipality including a Class IV Treatment Facility and Class I and Class III Wastewater Collection Facilities. The WWOB ensures that the municipal sewage works are operated and maintained in accordance with applicable legislation including but not limited to the Environmental Protection Act (EPA), Ontario Water Resources Act (OWRA), and the Occupational Health and Safety ACT (OHSA).
 
As a member of the Operations and Maintenance Section, the Operator 1 - Wastewater Collections is responsible for the day-to-day operation of all equipment, processes, and systems associated with the City of Barrie Class I wastewater collections infrastructure to ensure regulatory compliance, community health protection, environmental sustainability, and resource conservation. This position acts as the Operator-in-Charge (OIC) for assigned portions of the municipal wastewater collections system and utilizes performance data and instrumentation to monitor, evaluate, adjust, maintain and control the collections system.

Education (degree/diploma/certifications) 
  • Two (2) year College Diploma in Engineering Technology, Environmental Technology, or a related discipline 
  • Wastewater Collection Class I Licence from the Ontario Ministry of the Environment, Conservation & Parks (MECP)
  • Light Duty Plow with Hopper Competency Certificate or Good Roads Snow School Certificate
  • Loader and Skidsteer Operator Training Certificate

Experience 
  • One (1) year of experience performing duties related to the major responsibilities of the position, including: 
    • wastewater collection operator experience while holding an Operator-in-Training Wastewater Collections Operator License
    • municipal winter roads maintenance and municipal sewage works construction
Knowledge/Skill/Ability 
  • General knowledge of Asset Managment Planning for Municipalities O.Reg 588/17
  • Working knowledge of the following: Occupational Health and Safety Act (OHSA); Ontario Water Resources Act (OWRA); Environmental Protection Act (EPA); Lake Simcoe Protection Act (LSPA); O.Reg 129/04 Licensing of Sewage Works Operators; Municipal Wastewater Collection System MECP Environmental Compliance Approvals; Ontario Traffic Manual Book 7; municipal wastewater collection system operation and maintenance; construction and maintenance of municpal linear infrastructure; heavy equipment operation and safety
  • Thorough knowledge of roadway construction traffic safety approaches, and operation of manually controlled heavy construction tools such as compactors, saws, and hammers
  • Demonstrated ability to:
    • perform strenuous work including lifting objects >20kgs
    • effectively lead and direct an assigned crew
    • operate assigned heavy equipment and vehicles
    • perform road infrastructure repairs
    • work safely on active roadways
    • operate and maintain manual and motorized hand tools
    • read and interpret technical drawings and tables
    • maintain accurate records of work performed, materials used, and time spent
    • communicate effectively with all stakeholders and provide a high standard of customer service
    • recognize changes to wastewater characteristics, understand wastewater collection principles, and evaluate/analyze/interpret data and information

  • Intermediate computer literacy using the following systems and software: Microsoft Office (Word, Excel, Teams, Outlook), Internet navigation and information retrieval, SCADA systems control software, E.ris data historian tool, CMMS/IMS systems
  • Availability on a rotational basis to assist with after-hours questions, concerns, or emergencies, attend evening/weekend meetings or special events, or work outside of designated normal hours per week
Conditions of Employment
  • Valid Ontario Class "D" Driver's Licence with a "Z" endorsement in good standing
  • Medical documentation to confirm medically fit to wear a respirator
  • Satisfactory Criminal Record Check*

Other Important Information
 
Location: Wastewater Treatment Facility, 249 Bradford Street, Barrie, Ontario
 
Hours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement
 
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:
  • Pay Level: Level 7
  • Yearly Salary: $78,915.20 to $94,577.60
  • Hourly Pay Rate: $37.94 to $45.47
