The Opportunity
 
Corporate Facilities provides the City of Barrie with expertise in four key service areas:  facility planning, design and construction; maintenance and property management, facility asset management and energy management.  As a Centre of Excellence for a large and complex inventory of physical assets, the department comprises all the necessary functions and lines of business to ensure the full life-cycle management of the City of Barrie's facility and property portfolios.
 
The Foreperson (Grounds & Snow Maintenance) position plays an integral role in the safe and efficient delivery of public-facing services provided by the Corporate Facilities Department, including cleaning, security, snow clearing and landscaping through a combination of staff and contracted resources. This position supervises the daily activities of staff within the Corporate Facilities Branch providing public services and routinely investigates, detects, and responds to reports of hazards and/or deficiencies that may adversely affect the City's Corporate Facilities and consequently, public safety. This position also provides detailed information to support the development of Request for Proposals/Quotations, makes recommendations on the hiring of consultants/contractors and drafts RFP/RFQ documents in coordination with the Manager of Corporate Facility Services and Finance personnel. This position reports directly to the Manager of Corporate Facilities and is responsible for assisting in the effective maintenance and inventory of equipment, the maintenance of related material inventory levels and ensuring that the assigned portfolio of facilities is operated and maintained in a safe and cost-efficient manner. Overall, this position plays an integral role in operating the various facilities that support the City's key services.

Education (degree/diploma/certifications) 
  • Three (3) year College Diploma in Business Administration – Business Operations Management, Business Administration – Facilities Management, or a related discipline.

Experience 
  • Four (4) years of experience performing duties related to the major responsibilities of the position, including demonstrated leadership experience.
  • Demonstrated experience in a municipal or institutional work environment, including two (2) years supervisory experience in a unionized environment.
 
Knowledge/Skill/Ability 
  • Working knowledge of the following legislation, regulations, or requirements: Occupational Health and Safety Act; Occupiers Liability Act, Ontario Fire Code, Ontario Building Code; Building and safety-related legislation, regulations and guidelines
  • General knowledge of the following principles and standards: management principles, labour relations principles and collective agreement administration, budget control procedures, and contemporary management practices
  • Thorough knowledge of the following principles and standards: facility operations and maintenance
  • Intermediate skills include: Organizational; Prioritization; Verbal and Written Communication
  • Advanced skills include: Analytical; Interpersonal; Leadership; Problem Solving; Project Management; Supervisory; Time Management; Training
  • Intermediate computer literacy using Microsoft Office Suite (Word, Excel, Power Point)
  • Availability to assist with after-hours questions, concerns, or emergencies; to attend evening/weekend meetings or special events; or to work outside of designated normal hours per week
 
Conditions of Employment
  • Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle for use on corporate business.
  • Eligibility for and willingness to obtain full membership in one of the following: International Facility Management Association (IFMA); Building Owners and Managers Association (BOMA), or approved equivalent within one (1) year of hire date.

Other Important Information
 
Location: Corporate Facilities, 161 Bradford Street, Barrie, Ontario
 
Hours: The normal hours of work are 40 hours per week; however, some non-standard hours may apply.
 
Wage: This a permanent full-time non-union position with the following pay level and 2025 pay range:
    • Pay Level: Level 11
    • Yearly Salary: $91,610.69 to $122,776.99
    • Hourly Pay Rate: $44.04 to $59.03
