The Opportunity
 
Barrie Fire and Emergency Service (BFES) is a team of dedicated professionals delivering a vast array of emergency services to the citizens, business and visitors to Barrie. Originally organized in 1844, BFES has become one of the most respected fire services in Ontario, providing high-level service in: fire inspection/code enforcement, fire protection, technical rescue, training, communications, origin and cause investigations, and emergency management planning. 
 
Under the general guidance and direction of the Chief Fire Prevention Officer (CFPO), the Fire Prevention Officer (FPO), is responsible for supervising fire inspections, and utilizes the authority of Fire Protection and Prevention Act (FPPA) and its regulations conducts inspections and enforces the FPPA, in response to complaints and requests and where legislated.  Specifically, this position provides general advice, including writing reports and preparing documents for administration, conducts annual inspections, witnesses and assesses fire drills in vulnerable occupancies in compliance with FPPA, and reports directly to the Fire Marshalls Office.  Additionally, this position also enforces the act by issuing Part I Certificates of offence notice, and Part III Summons, prepares court documentation, and attends court as a witness or to assist the Prosecutor.  Additionally, the position assumes responsibility for fire investigations and fire safety plan reviews, as delegated by the Fire Chief.  This position also supervises the Public Educator position, providing insight and guidance on public education initiatives. Lastly, this position inspects new construction with respect to a list of fire protection and life system requirements. Overall, this position plays an integral role in ensuring the safety of the residents and customers of the City of Barrie.

Minimum Qualifications
  • Secondary School Diploma
  • Certification in all legislated NFPA standards, which includes:
    • NFPA 1031 - Fire Inspector I, NFPA 472 Awareness, Fire Code Part 2 and 6, Fire Code Part 9 and Courtroom Procedures and Legislation
    • NFPA 1031 - Fire Inspector II
    • NFPA 1035 - Fire and Life Safety Educator I
    • NFPA 1033 - Fire Investigator
    • NFPA 1041 - Fire Service Instructor I
  • Has obtained a Building Code Identification Number from the Ministry of Municipal Affairs and Housing (MMAH) with the following qualifications:
    • General Legal - Chief Building Official
    • Fire Protection
 
Experience
  • Has completed, within thirty (30) calendar days of the completion of the promotinonal process, at least five (5) full years of service in a Fire Prevention branch of a Fire Service, including at least one (1) full year as First Class Fire Inspector.
 
Conditions of Employment
  • Valid Ontario Class "G" Driver's Licence in good standing
  • Standard First Aid, CPR Level C, and Automated External Defibrillator (AED) Certifications
  • Satisfactory Vulnerable Sector Check*

*Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Policy. Existing employees who have met this criteria will be exempt from this requirement.

 
Knowledge/Skill/Ability
  • General knowledge of the following legislation, regulations, or requirements:

  • Basic knowledge of design techniques, tools, and principals involved in understanding architectural drawings, building plans and specifications
  • Basic knowledge of the technical aspects of alarm, detection and voice communication systems, elevators, sprinkler systems, fire pumps, water supplies, hazardous materials, smoke management systems, emergency electrical power and other factors related to fire protection
  • Demonstrated ability to:
    • always maintain a high standard of public relations
    • communicate and present information to a wide range of internal and external contacts using the appropriate medium
    • identify the educational/training needs of others; develop formal education/training programs; and teach or instruct others
    • exercise discretion and judgment in order to make sound decisions under tight timelines/deadlines or while managing multiple projects or conflicting priorities
  • Intermediate computer literacy utilizing Microsoft Office Suite (Excel, Word, Outlook) and the Internet
 
Other Important Information

 

Location: Barrie Fire and Emergency Services, Station #1, 155 Dunlop Street West, Barrie, Ontario

Hours: The normal hours of work will be an average of forty-two (42) hours per week, in accordance with the following repeating schedule: a day shift of ten and one half (10.5) hours per day, 8:00 a.m. to 6:30 p.m. for four (4) consecutive days, Monday to Friday, followed by three (3) consecutive days off duty.

 

Wage: This position is within the BPFFA Bargaining Unit with the following 2026 salary:

  • Yearly Salary: $147,836
  • Hourly Pay Rate: $67.46
