The Opportunity
 
The Infrastructure Department is comprised of five Branches, including three Design and Construction Branches, the Wastewater Operations Branch, and the Water Operations Branch. Key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution; wastewater collection and treatment; and the design and construction of the City's infrastructure including treatment plants, pump stations, roads, sewers, watermains, sidewalks, stormwater management ponds, water towers and reservoirs, etc.

 

Under the general guidance and direction of Supervisor of Environmental Compliance, the Student Field Technician position is responsible for supporting the Senior Environmental Officer and/or Environmental Officer with inspection and sampling duties. Specifically, this position assists Environmental Officer with conducting investigations and other related duties. Overall, this position plays an integral role in supporting environmental inspecting, monitoring and sampling activities within the City of Barrie.
 
The successful applicant to this position will perform and/or assist with the following tasks:
 
Environmental Inspecting, Monitoring and Sampling Support

  • Assists Senior Environmental Officer and/or the Environmental Officer with the following: 
    • conducting investigations and evaluations of discharges into the natural environment, including the containment of spills;
    • performing data collection, sampling and reporting duties to ensure compliance with Certificates of Approvals, Environmental Compliance Approvals and Permits to Take Water and applicable Municipal By-laws such as the Sewer Use, Site Alteration and Waste Management By-laws;
    • collecting bacteriological water samples at municipal beaches in accordance with the Ministry of Health Beach Management Protocol on behalf of the Simcoe Muskoka District Health Unit;
    • collecting surface water samples as part of the City of Barrie’s Surface Water Quality Monitoring Program;
    • supporting the monitoring, inspection, and sampling of storm sewers and sanitary sewers in the City of Barrie;
    • conducting investigations of illegally disposed waste; and
    • operating, maintaining and calibrating various types of sampling equipment.
 
Administration

  • Assists with ongoing educational, promotional, advertising and public relations programs and activities.
  • Compiles and maintains records of all tests, inspections, and monitoring results.
  • Assists with report preparation and documents activities, as required.
  • Assists the Senior Environmental Office and/or Environmental Officer with environmental inspections in the Industrial, Commercial and Institutional 20% (ICI) sector.
  • Performs other duties as assigned or as required in accordance with branch, departmental, divisional and/or corporate objectives.
 
*Note: All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate Safety policies, procedures, and programs. In addition, all necessary personal protective equipment must be used and maintained in good condition.

Education (degree/diploma/certifications) 
  • Currently enrolled in or is a student in College, or University*
*Minimum of 16 years of age or turning 16 by the end of the calendar year and must have attended one of the academic establishments listed above the year in which they are applying for employment and/or returning the following year
 
Experience 
  • Demonstrated experience with field sampling
 
Knowledge/Skill/Ability 
  • General knowledge of current environmental industry legislation, regulations and best practices including the following:
    • Occupational Health and Safety Act and associated regulations
    • Environmental Protection Act and associated regulations
    • Clean Water Act
    • Provincial Water Quality Objectives
    • Regulation 347
  • General knowledge of laboratory and sampling techniques
  • Demonstrated swimming ability
  • Demonstrated ability to exert physical effort to perform various tasks such as climbing stairs and ladders, walking over rough terrain and wading in creeks
  • Demonstrated ability to exert physical effort to lift, push, pull and/or carry objects exceeding 10 kg regularly
  • Intermediate oral and written communication skills
  • Basic computer literacy utilizing Microsoft Office Suite (Word, Excel, Power Point, Outlook)
  • Demonstrated ability to carry out the physical duties of the position which include climbing stairs and ladders, walking over rough terrain and wading in creeks
 
Conditions of Employment
  • Standard First Aid Certification
  • Valid Ontario Class “G” Driver’s Licence in good standing
  • Satisfactory Criminal Record Check*
*Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Policy. Existing employees who have met this criteria will be exempt from this requirement.
 
 
Other Important Information
 
Work Term: May to August 2025 (4 Months)
 
Location: Environmental Centre, 272 Ferndale Drive North, Barrie, ON
*Please note that the City has a Hybrid Work Program Policy in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements. 
 
Hours: The normal hours of work are 35 hours per week, Monday to Friday, 8:30am to 4:30pm
 
Wage: $18.94 to $25.79 per hour
