The Opportunity
The Waste Management and Environmental Sustainability Department is comprised of three Branches: Solid Waste Operations, Solid Waste Management Policy and Planning, and Environmental Risk Management and Compliance. Overall, this Department is responsible for the operation and maintenance of the City's Landfill site, which includes non-hazardous solid waste disposal, household hazardous waste receiving and disposal, leaf and yard waste disposal and composting, and solid waste collection and disposal. The Environmental Risk Management and Compliance Branch aims to minimize environmental risk associated with growth and corporate infrastructure, including Source Water Protection, Climate change strategy, Sustainable Development Strategy, Contaminated site response, sewer use by-law, spill response, ground water and surface water monitoring and investigations, and site plan reviews. This Department also develops and maintains strategies that promote circular economy and environmental sustainability, including waste diversion programs, sustainable waste management strategy, public outreach, and education.
The Landfill Systems Operator position is responsible for utilizing heavy and specialized equipment to integrate and dispose of solid waste optimally, and in compliance with Environmental Conditions of Approval (ECA) for the landfill and other regulations, to prolong the life of the landfill cell and to prevent damage to on-site utilities. This involves understanding design drawings for the landfill cell and its components, interpreting and applying the waste fill plan, planning and building haul roads, directing waste haulers to disposal locations within the cell, inspecting waste and separating recyclables and hazardous/non-compliant waste, integrating and compacting solid waste to high densities, spreading cover materials for odor control and vermin reduction, grading final slopes within the cell, locating mobile fencing to contain wind-blow litter, inspecting and maintaining storm water management infrastructure to permit proper surface water drainage and to avoid leachate spills to waterways, and repairing leachate seeps. The position also performs Waste Consolidation, Transfer and Compost duties including loading commercial haulers, compacting and transferring materials from large waste bins to landfill cell/Recycling Depot/off-site disposal facilities, inspecting/screening/rotating raw leaf and yard waste, transferring finished compost for sale to residents and commercial haulers, and performing winter control operations for the EOC. The position operates and performs checks and routine maintenance on heavy and specialized equipment that includes Waste Handler Dozers, Hydraulic Excavators, Landfill Compactors, Articulated Trucks, Wheel Loaders and Payload Systems, Skid Steer, Rover and 3D Controller, Compost Screener and Stackers, Roll-off Trucks and similar equipment; and performs minor repairs to Landfill Gas infrastructure. The position also monitors for quality management and regulatory compliance, participates in SOP preparation, applies quality and process management practices and regulatory standards, and maintains associated logs/records and inventories. Overall, the position plays a direct role in the City of Barrie meeting its Environmental Conditions of Approval (ECA) for the Landfill and in its long-term capacity; and in the promotion of sustainable growth by assisting with the appropriate diversion and disposal of solid waste.

Education (degree/diploma/certifications)
- Secondary School Diploma
- Completion of additional courses in landfill operations / health and safety / heavy equipment operation
- Forklift Operator Certificate

Experience
- Three (3) years of experience performing duties related to the above mentioned major responsibilities
- Demonstrated experience in a landfill/waste management work environment operating heavy vehicles and specialized equipment, including six (6) months of experience operating and maintaining a forklift
- Demonstrated experience in winter control practices, such as plowing, salting, and sanding
Knowledge/Skill/Ability
- Working knowledge of the following legislation, regulations, or requirements: Highway Traffic Act (Ontario Book 7 (Temporary Conditions)); Ontario Occupational Health and Safety Act; Transportation of Dangerous Goods Act; Environmental Protection Act; Environmental Compliance Approvals (ECAs); Waste Diversion Act; Ontario Water Resources Act; and City of Barrie Environmental By-laws
- Working knowledge of the following principles and standards: various designated substances and hazards related to landfill/waste management operations and associated protocols required to ensure a safe work environment; landfill waste cell construction, leachate collection and underdrain systems, landfill gas collection systems and associated PPE requirements; solid waste processing and disposal, waste segregation, yard waste composting, household hazardous waste handling, bio-hazards identification and handling, and storm water management and erosion control in a landfill setting; quality and process management principles and practices; and emergency management procedures on how waste should be handled
- Demonstrated Ability to:
- maintain proper documentation and work records
- effectively diffuse clients
- perform strenuous work including heavy lifting
- safely and skillfully operate heavy vehicles and specialized equipment, such as but not limited to, front-end loaders with various attachments, roll-off trucks, material/compost screeners, snowplows with wing, water trucks, trucks with salter/sander equipment, skid steers, forklifts, dozers, compactor, articulated trucks and excavators
- read and understand engineering plans and technical drawings (ie topographical surveys and grades, as-built and construction design drawings, equipment schematics)
- effectively lead and direct others
- contribute to a positive, productive, service driven work environment; to organize and complete work efficiently; and to deal courteously and effectively with all contacts
- estimate the appropriate amount of supplies, materials and the time required to complete work tasks
- Advanced skills include: Customer Service; Interpersonal; Verbal Communication
- Basic computer literacy using the following systems and software: Microsoft Office Excel, Outlook and the internet; experience with waste management software systems such as Geoware, gas monitoring and alarm systems. Knowledge of CityWorks
- Availability, as assigned, to assist with after-hours questions, concerns, or emergencies
Conditions of Employment
- Valid Ontario Class "D" Driver's Licence with a "Z" endorsement in good standing

Location: Environmental Centre, Barrie, ON
Hours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement.
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:
- Pay Level: Level 5
- Yearly Salary: $67,371.20 to $80,683.20
- Hourly Pay Rate: $32.39 to $38.79
